Japan Officially Joins Horizon Europe
Japan has officially become the 23rd country associated with Horizon Europe, marking a major milestone in research and innovation cooperation between the European Union and Japan.
The association covers Pillar II of Horizon Europe, which supports multinational collaborative projects addressing major societal challenges in areas such as health, digital technologies, industry, climate, energy and mobility.
Under the agreement, Japanese researchers and organisations can participate on equal terms with their counterparts in EU Member States and other associated countries. They can join and coordinate international research consortia, access funding directly through Horizon Europe and collaborate with leading European research and innovation organisations.
This development creates new opportunities for:
- Joint European–Japanese research and innovation projects
- New international partnerships and research consortia
- Exchange of expertise, knowledge and advanced technologies
- Cooperation on the green and digital transitions
- Joint responses to major global and societal challenges
Japan’s association with Horizon Europe further strengthens the EU - Japan Strategic Partnership and reflects their shared commitment to scientific excellence, open international cooperation and innovation-driven growth.
Japanese entities have been eligible to apply to Pillar II calls under transitional arrangements since January 2026.
